Similar models are practiced internationally, including in the United States and Ethiopia, where capital cities operate under distinct legal arrangements separate from surrounding states or regions.
The second proposal would elevate Mogadishu to the status of a fully-fledged Federal Member State, granting it rights and powers equal to other member states within Somalia’s federal structure.
Under this framework, Mogadishu would govern itself with broader autonomy while remaining separate from other regions.
Though this model exists in countries such as Russia, it is not currently practiced within the Horn of Africa.
The parliamentary decision is expected to carry significant implications for national unity, intergovernmental relations, and long-term political stability.
As lawmakers deliberate, many Somalis see the outcome as a defining moment in shaping the country’s federal future and finally resolving a debate that has persisted for years.
