U.S. Secretary of State Marco Rubio said negotiations had achieved meaningful progress, though no final deal has been reached. Iran has yet to publicly agree to a key U.S. demand that it surrender its stockpile of highly enriched uranium, while continuing to insist its nuclear program serves peaceful purposes.
Officials involved in the talks said the proposed framework would require Iran to dispose of or transfer its enriched uranium during a 60-day negotiation period, with Russia mentioned as a possible destination for some of the material.

The deal could also pave the way for the gradual reopening of the Strait of Hormuz, easing a global energy crunch triggered by the conflict and restoring oil shipments. In return, Washington may ease some sanctions, allowing Iran to resume limited oil exports and gain access to frozen assets.
U.S. President Donald Trump said major elements of the agreement had already been worked out, while Iran acknowledged that differences between the two sides were narrowing but remained cautious following recent military attacks.
The developing proposal is also expected to address regional security issues, including the conflict involving Israel and Hezbollah in Lebanon. Israeli leaders remain wary, insisting any final agreement must fully dismantle Iran’s nuclear program and eliminate its enriched uranium reserves.
